Frequently asked questions about the Decreto Flussi

What is the Decreto Flussi?

Each year, the Decreto Flussi sets the number of non-EU nationals who can enter Italy for work.

It sets quotas for various types of work, including employment, seasonal work and other types of entry allowed by law.

The number of places and eligibility requirements may change each year.

Who can apply under the Decreto Flussi?

An employer usually applies on behalf of someone living abroad, in a country that has signed a migration cooperation agreement with Italy. Existing Italian residence permits can be converted only where the law allows. These are countries that have signed migration cooperation agreements with Italy.

Which types of work are eligible?

The Decreto Flussi may allow entry for several types of work, including:

  • Seasonal employment: Agriculture, tourism and hospitality.
  • Family and domestic care: Housekeepers and carers supporting individuals or families.
  • Self-employment: Business owners, freelancers, tradespeople, cooperative members and holders of certain company positions, subject to strict financial and authorisation requirements.

Etnopoint can help you find the right category for your situation.

When can you apply under the Decreto Flussi?

Applications under the Decreto Flussi must follow the schedule on the Ministry of the Interior’s Servizi ALI portal, which is divided into:

  • Pre-filling: This usually opens in the preceding months. In past rounds, it ran from late October to early December.
  • Submission (Click Day): Dates vary by type of work: seasonal, non-seasonal or family care.

Etnopoint can help you find out when to apply and get everything ready before applications open.

What documents do you need for the Decreto Flussi?

The documents you need depend on the type of work and your circumstances.

For the employer:

  • Identity document
  • Company or business details
  • Details of the contract and employment
  • Proof of financial means, if required
  • Details of the worker’s accommodation in Italy
  • Any other documents required for the chosen category

For the worker:

  • Valid passport
  • Full personal details
  • Any documents relating to qualifications or work experience
  • Any documents required based on the country of origin or type of entry

Etnopoint helps you check which documents both parties need and prepare the application correctly.

What happens after you submit your application?

Once submitted, the relevant authorities review the application.

If the application is approved, a work clearance is issued so the worker can proceed with entering Italy.

The worker can then apply for an entry visa at the relevant Italian consulate. Once in Italy, they can complete the steps to obtain a residence permit for work.

Etnopoint can guide you through every stage, from submitting your application to entering Italy and obtaining legal status.

How does the online process work?

Once submitted, the relevant offices review the application. If approved, they issue the work authorisation, which the worker needs to apply for an entry visa. The worker can then apply for a entry visa at the relevant Italian consulate in the country of origin or legal residence.
Once the visa has been issued and the worker has entered Italy, they must complete the required steps for first entry, the residence contract and the application for a work residence permit.
Etnopoint can help you at every stage, from submitting the application to the worker’s entry into Italy and completion of the legal requirements for their stay..

Does the worker need to be abroad?

In general, the Decreto Flussi is for non-EU workers living abroad who want to enter Italy.

There are also specific procedures and quotas for converting certain residence permits held by people already living legally in Italy.

Etnopoint can help you find out which application route is available for the worker’s situation.

Does the employer need to meet financial requirements?

Yes. The employer must show they have enough financial resources to hire the worker.

You may need documents relating to:

  • Income or turnover
  • Status of the company or business
  • Tax and social security compliance
  • Ability to cover the worker’s costs

Requirements may vary by application and entry category.

Etnopoint can help you check whether the employer meets the requirements before you apply.

How long does it take to get clearance?

Processing times vary depending on the type of application and the checks carried out by the relevant authorities.
Applications under the Decreto Flussi have set processing deadlines. However, actual processing times may be longer if there are checks, requests for further documents or additional reviews.
Etnopoint can help you track your application, check its status and keep up with any messages or requests for further documents from the relevant offices.

What if all Decreto Flussi places have been filled?

Decreto Flussi applications are subject to limited quotas, so not every application can be approved.

If all available places have been taken, you may need to wait for the next application window or Decreto Flussi.

Etnopoint can help you check whether places are still available or what other options you have.

The Decreto Flussi calls for preparation, the right documents and close attention to deadlines. Etnopoint helps you get ready for Click Day.
