It certifies the authenticity of the signature, stamp or authority that issued the document, not the document's contents. For Philippine documents intended for use abroad, the Apostille is issued by the relevant authority in the Philippines.

If you live in Italy and need a new NBI Clearance, you will normally need to visit the relevant Philippine Consulate to obtain and complete NBI Fingerprint Card Form No. 5.
The process generally involves:
Book an appointment at the relevant consulate.
Complete NBI Form No. 5.
Have your fingerprints taken and the form authenticated by the consulate.
Send the form to the Philippines yourself or through an authorised representative.
Your representative submits the application to the NBI and collects the certificate.
The Consulate does not issue the NBI Clearance. It takes your fingerprints and authenticates the form, which is then used to complete your application in the Philippines.
